The Xsara was developed in 1999. However Citroen were not permitted to race the car in the WRC at that time. The following year the situation changed due to the new rules and from 2001 onwards the Xsara was a regular and successful competitor in WRC races. The self-assured Sébastien Leob, who has been driving for Citroen since 2002, is reputed to be an exceptional talent. Surprisingly, in the last race of the 2003 season, he and his co-driver Daniel Elena just missed the World Championship title by one point. Loeb is the favourite for the 2004 season and this was impressively confirmed by his win in Monte Carlo in January.
